That is a Melaleuca tree stump.

I was going to have a crack at removing it but my back said, "nah, just leave it there, it's dead (previoulsy poisoned), the Livistona will soon dwarf it anyway".

Wal -- here's what your L. decora/decipiens will look like in about 7 years. These two were smaller than yours when planted.

Absolutely gorgeous leaves on those. I plan to move in about 5 or 6 years so that will be something to look forward to.
