Intra and extra foliar blooming. 
Sabal minor and it’s kin have exceptional cold hardiness, usually have no trunk, (acaulescent) and they all bloom above their foliage. This is a taxonomic way to identify these palms. 
Sabal mexicana is a trunk forming Sabal  and produces flowers within the foliage. ( Intrafoliarly) Hybrids and such of Sabal minor that produce trunks such as Sabal Louisiana and Sabal brazoriensis display the Sabal minor traits of producing flowers above the foliage.
What are your observations? 
These are all growing in Dallas in 2022

These two have me slightly confused. Flower stalk high longer than frond, so They appear to be Palmetto, but they were severely burned in the TX Freeze. While my tall Palmetto nearby was still green.
