Just learned the number of deaths, all over the World,  occurred during the grooming of Palm Trees. 
 Isn’t there an inexpensive way to for Property Owners and Municipality’s to Groom Palms Trees without the cu dangers?

Are you referring to the skirt falling down and suffocating or otherwise injuring the person trimming? If so, yes that is a real danger when you climb the palm to remove a large quantity of old fronds, by trimming some stuck old ones you can loosen a huge load of fronds above it, especially on things like Washingtonia.  I would do two things to prevent that, one, keep the dead fronds trimmed up regularly, don't let them accumulate to the point where they are a hazard.  Two, if you do have heavy buildup, I would get a professional with a bucket truck to take care of it, that might not be inexpensive, but I wouldn't risk the danger by climbing myself.  Another idea is just plant self-pruning palms where the fronds fall off on their own and don't build up.
