So I am germinating some S. Mexicana, and I don't know why but I pulled the seed out to see how much the root grew, (I have multiple others, I just wanted to see) and the very tippy top of the root snapped. Can It grow back? I really hope so. I have never had a root snap.

Hard to say, they can take more than some claim. I dug up a volunteer and didnt get all the roots and its growing great a year later but a younger one I grew from seed died after moving it from a community pot.

It should regrow, i had done this with my Bismarckia seedling and broke off about 2 inches of that root, and its still growing today. Your sabal should be fine. Unless you mean you broke the seed off from the seedling, in that case it may struggle and/or be a goner.

I broke about 1/2" from the bottom of the root, which was 4 inches

Yeah, it could grow back given how bulletproof really any sabal is. If it doesnt come back, im sure you have more seedlings or will have more. When it comes to seedlings, when you pot them up just forget about them besides watering. Ive learned that its just best to not let curiosity get the best of you. When i broke the end of the root to my Bizzy seedling i wasnt very happy with myself,  thought it wasnt going to grow back given how root sensitive they are and also given that it was the only root it had. If a bizzy can grow back then im sure your sabal will.
