Majesty Palm splotchy leaves help

Hi, I recently put this palm in a pot outside (Houston, TX). The outside area is sort of like an atrium with diffuse light most of the day but direct sun for approx 2 hours/day. Palm has been in this new pot for about two weeks now with miracle gro moisture control soil and good drainage. I've watered it twice since potting. Does anyone know what these splotchy parts are? They seem to be growing from the end of the leaf and inward. There are also some darker spots, dryness, etc.

I've got one indoors, it does pretty much the same thing, bleached-out looking spots on the edges of the fronds.  I have assumed it was either scale, since regardless of my effort scale always comes back.  Or maybe a nutrient deficiency but I just don't know.  This winter I used some slow release palm fertilizer and the new fronds that have come out since then haven't browned out yet, but then again they always look good for a few months and then slowly look worse and worse.
