Insecticide, fungicide or let the Mule be?

Hello All, 

I've had my Mule since Oct. and things seem to be going well. The installers mixed in milorganite, I've watered it about 4 times a week and recently added two bags Miracle Gro Palm soil to the dirt moat. 
I'm not too worried but I have had some issues with scale, fungus and root rot with other trees and plants. 
Also, it should be noted I live in "newer" planned community that used to be a swampy pine plantation so the I can't vouch for the earth or the garbage that has been brought in on construction trucks. 
Some neighbors have healthy landscape while others are slowly deteriorating.

My question is... Should I take any preventative measures like fungicide or insecticide before problems develop or should I wait until I notice an issue first?

Thanks for the help, guys!
I agree with your mindset when it comes to other plants and trees but I'm new to palms and fungus and pests feel like the boogeyman if you do enough research on the interwebs.
