Declining trachys

My trachy seedlings have always looked a complete mess but they are slowly declining except one of the seedlings seems to be doing ok and working on its 3rd strap leaf and the hybrid (biggest one) just opened that new leaf and it just started pushing out and its already turning brown like what gives?

What should I move it too? cause I thought these bags were fine since they are just deep but not big, I do know the soil needs to be replaced cause it's way too compacted

If you can purchase some bonsai mix, that's been the most successful "save" potting medium I have used.  The suggestion came from @palmsOrl when I was worried about losing a few Hyphaene thebaica.  Get yourself a pot, put a bit of screen in the bottom so the mix doesn't fall out, put a layer of bonsai mix down, place the palm in the pot, and fill in with mix.  After this, water the mix and it will sound like rice crispies.  The mix will hold just the right amount of moisture and give good aeration.  Everyone of the Hyphaene I've done this with have survived and recovered.  It's a relatively expensive endeavor to do with everything, but if you have something you need to save, this should give you a good shot of success.

Do I mix this with soil or do I just use the mix on it's own?

I use it completely on its own.  This will provide a sterile, well-drained environment for recovery.  Here is one of the Hyphaene that was nearly dead in the ground before I went for the save:
