Windmill palm stopped growing

I have a trachycarpus Nova planted near two others of the same variety, all planted at the same time, coming up on two years ago. While two of the palms have grow fairly steadily, one of them has slowed to almost no movement at all. I think it might have pushed out a single frond all summer. It has healthy looking spears coming up but those have been still for months. I'm tempted to dig it up and see if voles have damaged the roots, and maybe that's why the stunted growth. I hate these situations where I don't know if trying something will kill it but also leaving it as is could kill it. Any advice?

A photo will help with seeing the overall health of the palm.  You can take a hand shovel and dig gently about 1 foot out from the trunk and look for healthy roots and note the condition of the soil.  Is it dry, damp, soggy?  Gently pull on newest spear and make sure there is no rot.  One planted 2 years ago should be producing multiple fronds depending on the size.  Healthy midsize Trachy produce 12+ fronds/year.   Small ones around 5+

I just took the photo below. The palm in question is the one at the lower right of the picture.

If that has been in the ground 2 years it does not look to good.  It should be fuller.  Something is going on.
