I'm a bit surprised that it would be sold rather than leased out.  Looks like the Commonwealth would like to do to Roosevelt Roads what Hong Kong is doing with the area around its new airport.  Port facilities, airstrip, good security, potential for resort development--and all away from the urban difficulties of San Juan.  Now how about a toll road to San Juan?  

To judge from the sale brochure, the Commonwealth is getting serious about economic development.  The government shutdown a while back might have concentrated people's minds.   The island seems to have lost about 30 years of economic development while debating its political status (at least that's what I hear from a great distance.  I defer to anyone who actually knows Puerto Rico).

3rd - develope the quay for cruise ships.
