I have a baker's dozen (13) Cyphophoenix elegans seedlings in 4" pots for sale. I germinated them from seeds last year. This z9b palm from New Caledonia has some cold tolerance and grows well though slowly in SO CAL accordingly to Palmpedia.

I germinate them in pots outdoors under shade in the jungle. You don't have that luxury in Jax with winter coming on. My winter alternative is the baggie/damp orchid moss method. I keep the baggies atop the refrigerator in the kitchen. They will germinate faster/better with heat.
