Queen palm spear not shooting out, just opening the leaf

I have a queen palm that survived the Texas winter storm. It had a spear rotting that I pulled out and trimmed it down until only fresh growth was there.

Went from 10 to 8 feet so still a healthy big palm.

It has since produced two small leaves. It finally sprouted a big spear a few weeks back but it doesn't coming out more than a foot , looks green and healthy and opening up.

However it is not shooting out like I expected it to. I have tried to fertilize and give water but no change so any advice on any action I can take?

I am afraid if I don't get enough fonds before winter it won't survive another winter.

I hear ya - unfortunately those of us with recovering palms face that possibility of some not living through the winter.  Yours looks pretty good considering the damage - palms that have been trunk cut will always push shorter deformed fronds before resuming normal frond production.  I don't know if there's anything else you can do.  I'm assuming that you're in the Houston area?

Actually I live in Dallas so this one survived 0F!

Had it covered in 5 layers of frost cloth and Christmas lights but we had a power outage for 6 hours during the coldest night so that it lives at all is fantastic.

We had 6-7 hours with no power then power for 45 minutes and off again for the first 3 days so my plan didn't work as planned with my Christmas lights..
But if sending out deformed fonds is normal after cold damage I will just keep nurturing it and hope I can make it survive winter and hopefully see new real growth next year,

Yup, normal to have dwarf growth. Mine looked like a Waggy (see pic below). Now, it is pushing it's first larger fronds.

It's hard to judge from your pic how much green you have there but I hope it will be enough to survive the next winter. We still have a several months of heat and sun to go!
