Not sure what’s going on but it continues to decline. The spears are growing well and come out a dark green but when they start opening they begin turning brown at the tips and progressively get worse. After the Texas freeze a couple of spears pulled but new ones came up fairly quickly. I’ve sprayed it with Southern Ag Palm nutritional spray but it didn’t help. I don’t see any pests. Any advice?

Don't spray with nutritional spray but you can spray the entire palm and root area with copper fungicide and see if there is a way to keep it dry.  This far into summer and no green is not a good sign unfortunately.

Many possible causes, but I would put the Texas Freeze- combined with Texas Heat combo in recovery as the probable cause.

I had several palms that initially were coming back from the freeze, but then just dropped dead when exceptional humid/wet summer hit. This was our most humid summer in all my 21 years in College Station.

If that's the case maybe 40% shade cloth would help while its in recovery to get it out at least the full blasting heat?

My windmill did this.  I posted about it in this section today with pics.  I am in NC and my palm was great for years but this Summer it’s all brown new growth.  We did have some really cold winter days the a hot Summer recently.  Not sure if that is why?  I know you had deep freeze in TX.  Delayed Winter wear maybe?
