Rhapis humilis - leaves refuse to open

I bought this Rhapis humilis in December 2018 and tried since to acclimate it to partial sun (from April to October, in winter it's indoors), which is why it may look a little rough. The biggest stem is slowly starting to push more compact fronds which is great, but one sucker hasn't opened its spears for about a year.  What could cause this?

I wouldn't worry. Sometimes it also happens to my Rhapis. Got one sucker that frezed for more than a year, and now, suddenly, it started to grow considerably. Be patient and let yours take its course.
