Soft Flimsy fonds and spears?

I have a windmill palm that the fonds and spears are really flimsy and not stiff and ridged like all my other ones. What would cause this?

Natural variation.  Some have stiffer, tighter fronds others can have a real messy appearance.

Shade grown ones can be also be more stretched and narrow, in full sun it may make them more compact.

these dont have a messy appearence but are really soft and the palm just doesnt seem to grow.I ts in the shade and good and green but it is doing nothing.

Sometimes they take a while to start growing.  I've had ones sit for a couple years doing nothing, and others take off right away.
