Cycad has the blues

My cycad hasn't flushed in two years. Is there anything I can do to make it flush this spring/summer? It's a taitungensis x guizhouensis.

I did some research and found I need to fertilize it and also cut all the leaves off come April and these two things should help it flush again, anyone disagrees let me know or if you have any other tricks for flushing, let me know, thanks! :D

I had a Dioon edule that didn't flush for 3 years, just kept putting out cones, and it was ratty looking.  I cut off everything down to the caudex last spring, figuring I would pull it if it didn't flush that growing season.  Flushed within a couple weeks and now looks great. :D
