I moved this little one inside a few months ago but now the leaf tips are turning black and drying out anyone know why, I water it once a week and keep the house temp at 22c

Probably too dry and a low humidity issue.

If you are in Nanaimo I would just leave this palm outside.  If it gets below freezing, bring it inside since its in a pot and susceptible to freezing, otherwise plenty hardy to be outside.  here is mine in a pot out on the deck all winter, Bowen Island.

I’ve left windmills outside in pots for many years on van isle and had 0 issues with winter weather. They make pretty crappy houseplants, outside in the wet and grey is where they want to be. 

Zone 8b, Csb (Warm-summer Mediterranean climate). 1,940 annual sunshine hours 
Annual lows-> 19/20: -5.0C, 20/21: -5.5C, 21/22: -8.3C, 22/23: -9.4C, 23/24: 1.1C (so far!)
