Phoenix sylvestris

Anyone know what is going on.  I have a spot on my Phoenix Sylvestris which is loosing the boots (area above ladder in pic).  I checked the tree and boots do not pull off on any other part of the tree.  In this spot they fall right off and have been falling off on their own.  Almost like the tree is rotting in this one spot.  The boots that have fallen feel spongy and wet where they used to be attached to the tree (we've gotten lots of rain lately).  Other than this, fronds look healthy and tree looks good.  Any thoughts on what is wrong (possibly Thielaviopsis trunk rot perhaps)?

Would one of these survive in zone 8a or should I just stick to the medjool

thanks for the responses.  Thought is was add that it is doing it only in one spot towards the top of the tree and not at the bottom of the tree where the boots are older.
