Is this Ganoderma Butt Rot? If not, what is it?

Enclosed are pictures from my Palmetto Tree in Charleston, SC.  The tree appears to have structural issues around the trunk.  Additionally, I am noticing what appears to be a white fungus on the upper part of the tree.  Is this Ganoderma Butt Rot?  If so, unfortunately, I know the outcome.  Vinegar appeared to kill some off the fungus, however it is still present.
