There is no photosynthesis past above 720 nm and 580nm doesnt go low enough to emulate sunlight spectrum.   Light down to 440nm or so is desirable as that lower light stimulates the stem growth of plants.   I wouldnt touch this one, its a gimmick.  I would go for a multi wavelength LED but they will cost 2-3x more for a decent one.  Cheapo light, cheapo result.    Here is a graph of the compounds that are involved in photosynthesis vs wavelength.

As you can see 400-530nm is important as is 600-720nm.  The best grow lights start at about 430-440nm and go to 720nm but they often omit the green range since plants dont absorb that light(its why they appear green, green passes right through the leaf unabsorbed.  I work in this area and no one is reporting positive effects or motivation for a spectrum past 720-750nm or so as this light is not absorbed just scattered and transmitted.  The light in the link omits the blue, not a good thing.
