Zone 9 California Sun

Probably wishful thinking but I am wondering if there are any small palms that will grow well in zone 9 Northern California (Delta winds) Area in a full western exposure with no shade?

I would think Chamaerops humilis or Nannarhops ritchiana (maybe too big) might work.

Hello, Welcome! Which city or area of northern California? Might help a bit to determine whether your a 9a/9b. This could make a difference. Also, how small are we talking about?

Sabal minor ( many variations to pick from)

Brahea Decumbens 

Brahea Moorei 

Serenoa Repens (stays small for a very long time)

Butia Lallementia ( might be hard to acquire)

Butia Matogrossensis 

There's a ton of palmy look alikes that should do well in zone 9 (cycads) Cycas, Dioon, Encephalartos, Zamia.
