Pygmy - Robellini Palm mite problem

New to palm, My Pygmy date palm new growth seem to have a grey wrapper when it comes up. Recently, it also turn dull green and more grey of the wrapper. Close examination reveal what it looks like Spider mite attack. 

Any one can confirm that observation or there is more issue?

I am thinking soap and water spay to reduce the problem.
