How do you get a Phoenix Roebelenii's fronds to droop like this?

My Pygmy Date Palm is about the same size, but a lot of the newer fronds are very erect. How do they get all these to droop like seen in this video? ( @1:17)

I'm not sure what you mean by droop.  All pygmy fronds should droop.  Ones at bottom are just older fronds.  Maybe your older fronds are trimmed off?  Pics??

Guess you mean the recurvature pf the fronds.

Every frond on that palm is almost horizontal  and then facing downward. Except for the one newest spear..

These are not my palms but it illustrates the difference I'm talking about:

Someone is trimming off green leaves as can be seen by the fresh cuts on the upper trunk. As the palm produces new fronds, you’ll eventually get that drooping look you desire as long as no one prunes the palm of any green leaves. Only trim off brown or nearly brown fronds. 

Also, these are thirsty palms from Southeast Asia. Keep all the soil moist at all times throughout the year or the palm will go into decline. Looks like it would benefit from a larger pot as well.

It’s just 2 palms grown under different conditions. The video clearly shows someone spraying water on it. The weight of the water is pulling the fronds down. It also appears to be grown in full sun. The second palm looks more protected and like previously stated, it has been trimmed of the lower fronds. If you were to spray water on it, it would look more droopy but not like the other one. The lowest fronds might drop to the horizontal.
