Palms can't read... Any fertilizer at this point (and lots more water) would help green it up.

agreed. Any time you see " Rivularis" (river in latin) you can count on it being a water hog.

Ravanea rivularis seems to always be in a state of deficiency around my area.  They are notorious for sensitivity to deficiency, maybe the worst of commonly available palms.

I have 1 of those 2 gallon HD Ravenea houseplants that we planted outdoors between 2 houses a few years ago.It only gets an hour or two of direct sun (still a little too much) and plenty of water, and seems to be doing better than I expected it would.Planted too close to the neighbors house, and probably will have to remove it at some point, but am really enjoying it for now.

From wht I gave seen, even washies, when planted too close against a structure, will distance themselves from it. It's as if they have eyes.

True story.

Would the basic fertilizer work or does it need a specific one?

Majesty palms are maniacs when it comes to their need for magnesium. I'd get a palm specific fertilizer like PalmGain and add Epsom salts (Magnesium sulfate) at the rate of one cup per palm in addition to the amount of palm fertilizer recommends.
