Needle Palm not thriving.

I planted this Needle Palm in July of 2018... protected it through winter and in early spring of 2019,  the new growth started dying... the new growth in the summer seemed to be stunted and yellowish in color.  Any suggestions as to what might be wrong ?

Welcome to the forum!  Perhaps some kind of fungal rot in the crown?  Pour a little peroxide in and see if it fizzes up.

Agree with @kinzyjr. Did you fertilize it this past growing season (too late now)? It's hard to tell from your photo but is it subjected to all-day sun in the summer? I live in FL now and have tried this native species but found they struggle to survive this far south long term. One thing I did determine is that needles don't cope well with full FL sun. They are more of a temperate understory palm and my last attempt survived longest under canopy, though it eventually declined and croaked. I grew up in N. VA. and know well its sweltering summers so I wonder if your needle may be showing some signs of summer sun damage. Also won't hurt to mulch your palms.

It's likely your protection method maintained too much moisture in the crown due to condensation and the palm was trying to establish itself in the new soil which stressed it.  This creates an ideal environment  for phytophthora.  The cheapest route is to treat with hydrogen peroxide now and then reapply in the spring.

Thanks for the recommendations... I poured about 10oz of Hydrogen Peroxide on it this morning, didn't see any fizz... hopefully this helps.
