This palm tree has been droopy for about 9 months now. Can you help me diagnose The problem and recommend a way to help restore it to its natural beauty and health? 
we live in Southern California.

@Tricia Rapaport Looks like a case of frizzle top judging by the appearance of the spear.  If that is the case and it is not too late, it will need a solid fertilization schedule to bring it back to its former glory.

Manganese deficiency! Frizzle top as stated by Kinzy, is the common name for the condition. Go to Lutz.com and get manganese fertilizer spikes, hammer them in about 3 to 4 feet out from the trunk and water well and often. It will take several months to get normal new leaves. Fertilize with a complete palm fertilizer as soon as you see normal or near normal new leaves unfolding.

For my cycads and palms I generally use the Manganese Sulphate granular, available at Home Depot and Lowe's under the "Rite Green" brands name.  Just don't get it confused with "Magnesium Sulphate," which is a similar-looking bag and price but treats a different mineral deficiency.
