Cyphophoenix nucele issue

I have 2, 1gal C. nucele. One seems to have some sort of fungus or deficiency. It put out a small shriveled leaf and looks bad in general. The other one is flawless, both grown under the exact same conditions. Anyone have any idea what this is or how to treat this?

That looks like stunted leaves I’ve seen on tropical palms after winter here in Orlando.  Though Ft. Myers would have only gotten down as low as about 40F this past winter I assume, maybe that is low enough to cause this in this species.
