Sabal newly emerging frond question

I got this 5 gallon sabal last spring. It has done decent considering the conditions. But currently is in my grow room. Warm and well lit. Anyway the newest frond emerging hasn’t reached out yet but all the leaflets droop down. The previous ones were nice and stiff as you can see. What causes this?

I am not sure about the spear issue, but it looks like a palmetto, since young palmettos tend to have those little fibers around the fronds.

So if it is too dark during winter don’t let it grow, place it in a room with ±0°C.
