Yeah, and give it a larger pot! Be sure to wash your hands after handling them, especially when reporting, they are toxic.

are the white spots I'm seeing in the photo from some spray residue or could they be scale?

Those look like water spots. Cycads arent harmfull unless you eat them or handle the seeds or sap.
