Very spot on use of word 'oasis' in this instance, in that palmy land is surrounded by non palmy land and sea. Under such circumstamstances a natural widespread of rpw is most unlikely, and latter can make its entry only inside a trojan ... palm. Also very unlikely as long as this area remains beyond integration to the system of global trade.

Red Palm Weevil (Rhynchophorus ferrugineus), a plague which is killing all canary palms

We do not have this pest

But it is possible that they can come together with plants from Europe.
We must be prepared for any pests

It doesn't seem to be bothered about cold. Imagine that someone from Krasnodar import a Phoenix canariensis from Egypt infested with this insect (it is believed that this was the way that plague arrived to Spain) and it's Summer, the bugs can be spread to other palms during the hot season and in winter larvas (which are the ones that cause the damage) are inside the palm protected from cold.

That's the point, goverments have to put an effort regulating that kind of import to prevent the spread of harmful pests and deseases.
