before I bought this palm I got told to put it in a sheltered position away from wind is this true I tried putting it near a fence but I still get winds also I see alot of people putting them in their front yards not sheltered and they look great.advice would be appreciated.

You shouldn’t have any problem growing a T. fortunei any place you want. More sunlight will make the leaves more sturdy - wind tolerant.

T. Fortunei aren't the best at handling the wind which is probably why the place you purchased it from instructed you to plant in a sheltered place.  High winds, particularly in the winter, tend to shred the fronds. In addition to what palm crazy said, more sunlight will also shorten the petiole keeping it from flapping around the wind even more.

no matter which direction of the garden I place it I observed and found out it will always get hit by the wind.now I'm moving to a home with a north facing back garden would it be ideal to just put it in the corner next to fence or out in the open.
