Confused about temperatures on hills and valleys

I have never quite figured this out. If you live here in the northern Florida, it is beneficial for the tropical gardener to live on a hill top in winter because cold air masses can be significant overnight. The valleys receive more cold air as heat rises. (This problem doesn't exist in the southern extremities of Florida, of course, because it never really gets cold there). Florida is extremely flat and low-lying, so a hill top here is not very high. It is simply higher than the valleys. Why, then, is it the opposite in Arizona and California? Lets discus this. I have always been found on how the Southeastern Coastal Plain has been defined a biome as a whole. Some consider apart of the larger temperate deciduous forest and others consider it apart another temperate biome - the coniferous forest. I've heard it be referenced as a subtropical coniferous forest with high influences of both the tropics and the temperates. This seemed to be the place to do this. I'm in a historical Zone 8a location. The drawing attached shows a majority of my 0.5 acre tract I've acquired on the East of my original lot. I'm in the process of remodeling my existing house to the West and adding these goodies to the East. Moving from West(top) to East(bottom) you will see my new L-shaped pool followed by a pool house. As forecast, today turned quite warm with many readings in the 90's [hot spot in LA area was Beverly Hills @ 97F/36.1c]. Pattern looks set for more heat into the week though cooling down to near normal temps by late in the week. I could feel the warm-up overnight as the temp rose from 61F/16.1c at midnight to 66F/18.8c by 4:00 AM and soared shortly after sunrise. So far, we have had a cooler than normal autumn season here in Central Florida, especially the last 3-4 weeks. Temperatures have consistently been below average to average some days with periods of overcast weather ever since Hurricane Sandy passed to our east. I haven't had the air on for almost a month except for a day or two, and I am the type that keeps the thermostat at 70F year-round. I remember many years here where November was mostly 81-85F during the day and 60-65F at night. We are absolutely swimming in water. Areas of floods all over the state the past couple months. Many in areas that don't normally get floods. This could yet be the wettest year ever in many areas of TX. San Antonio, for example has had about 33 inches of rain so far this year (32.59 as of 2 days ago), not including the rain we got last night or today. It has been raining and raining and raining. That is about the annual normal total in just a little over 6 months. We could end up with 55-60 inches or rain easily at this rate, which would shatter the all time record of around 53 inches. It is safe to say that as palm addicts, we have a bias towards the tropics and subtropics. So for the past few days, I have been wondering if climate change is as bad as it is being projected to be. Within the past few decades, we have been seeing an extraordinary growth of the global tropics and subtropics towards both poles. On average, the tropics expand toward the poles 93 miles per decade. NWS has offered up this little tidbit to make us all feel better: MINIMUM TEMPERATURES TONIGHT ARE EXPECTED TO FALL TO THE LOW TO MID 20S WITH A FEW UPPER TEENS POSSIBLE AT THE COLDER LOCATIONS. TEMPERATURES AT THE COLDER LOCATIONS COULD FALL BELOW 32 DEGREES SOON AFTER SUNSET WITH THE LOWEST TEMPERATURES OCCURRING AROUND SUNRISE. DURATIONS OF TEMPERATURES OF 32 DEGREES OR LOWER COULD BE AS MUCH AS 12 TO 13 HOURS.
