At one of the local nurseries I found 6 Dioon spinulosum labeled plants and 5/6 looked like actual D. spinulosum (left plant in the picture), but 1 looks like the plant on the right. 10+ inches of smooth, tomentum free, leaflet free petiole.  

It has the spinulosum clade wide leaf characteristic which as I understand includes the species spinulosum, mejiae and rzedowskii.

Just based on other D. rzedowskii images I’m leaning towards that species. I guess it could be a hybrid or result of cultivation in low light. Thoughts?

Well, it's definitely not mejiae.  Mejiae has reduced leaflets and prickles all the way down into the junction to the caudex.  I do like the plant in your image.

It looks like rzedowski to me. There are no leaflets on a good portion of the petiole which is common in some rzedowski (not all) but not in Spinulosum and mejiae.
