I have no idea what it is.Our Copernicia Alba has this kind of thing in its new leaves and fronds but they fall off as the leaf matures without any damage to the leaf or the palm.And my palm grows in semi shade region of our garden.

Is your palm too growing in shade ?

Don't worry, i think this is the tomentum. Like Kris says, new leaves has this but your leave, has a lot, i don't know why.
