Is this mildew from bad soil / too wet?

I have two palms I raised from coconuts. They have this white and black mildew. The soil is heavy in peat moss. Could that be the problem? South Florida, Zone 10b

That is not mildew, that is spiraling whitefly and that black stuff is black sooty mold that grows on the insect's excrement. This is very common especially in coconut palms. You can spray it with sevin or most other pesticides or better yet use granular Merit, which controls it very well.

A high pressure nozzle works well to control it once it has been treated. I use one called the bug zapper that is great for mold and scale growth.
