I've had stuff that looks like this on radiatas that are not planted in full sun and get too much water.  Peroxide has been effective for me, and I also cut back on the water.

Do you just dump the peroxide out of the bottle onto the area?

Yes, Jason. The effected part of the palm, and the area. around it.  Not to confuse things, but I used to add  mycorhizae to my soil mediums, and thought it could potentially be a result of it.  Regardless, it has not been a serious issue for me, and clears right up.

I've seen this under pine bark mulch. I think it's just a bacteria or fungus breaking down the dead tissue & appears harmless. The peroxide should kill it, although it's probably a natural process.

Thanks for the input you guys. I'm glad to hear it is probably not something harmful. I may hit it with peroxide just in case.

Just possibly a mycetozoan.  Slime mold.  In that case, harmless.
