Stop spraying the leaves with water and reapply neem oil in another week on both the top and underside of the fronds.  Wait another week and then repeat.  This should cure your insect problem.

A note about neem oil...and any other oil based insect control. Remember oils kill by suffocation which can also affect plants.  I lost a few palms indoors from spraying with Neem oil and was instructed by a nursery owner in Florida that when they use horticultural oils they spray at night, and rinse plants/palms off in the morning...which makes sense to me.

Also, what ever you do don't spray at a stronger mix that is recommended.

One thing that will help if you get a mild day

is too take out the hose and spray the undersides

as hard as you can,it is better to get as  many off as

possible and then treat because sometimes

the spray gets on the webs but does not soak

into them enough...these can be very difficult

to get rid of on small Trachys when they are young

so keep an eye on it and keep it away from other plants...

One more thing...a lot of places sell Neem oil but

if you read the ingredients the cheap ones will use

vegetable oil as filler, this can turn rancid in the spear

area and cause spear-pull esp when growth has slowed inside.
