Can you ID these two palms?

Hello. The attached photo contains two palms which appear to be phoenix of some type. To me, they look like either Phoenix Sylvestris or Phoenix Dactylifera, but I can't see the trunks because the palm in front is blocking the view of the palm behind it. Can anyone tell, based solely on the fronds visible in this photo?

I am assuming that both the small palm and the big palm are the same species, but I don't know this either.
