The are quite a few entire states with zero blue, but I was surprised that Louisiana is one of them since New Orleans is a pretty big city. I do notice that those counties around there are quite small though, so I guess it makes sense that none of them make it on to the most populous list.

If you look at a night time view from a satellite, you'll see the most populous areas sort of string together by "second tier" populous areas, surrounding large areas of dark, especially out west.
