Jeff, "Dibs" is a claim-call...e.g., if you're with a group of people and you see something desirable, you can call out "dibs!" and you have laid claim to it since you shouted first. It might be a regional thing. I grew up in San Diego and we certainly used that as kids/teenagers all the time.
