What's Scale Look Like?

I live in Minnesota and have a several CIDPs and a couple Royals in an upstairs bedroom next to a big window. That's beside the point though. Recently I noticed a few small brown/black raised dots on my prized Royal. The royal only has 4 fronds, but it's my prize compared to all the other seedlings. I received it from Florida off of Ebay and never noticed these dots until now. I scraped them off and they showed no resistence. They were almost candle wax like. Is this scale? How can I prevent them from coming back? Is this a reason why the latest spear has taken about a month to open just the top inch? Will scale kill?

If you haven't stopped reading yet (I would have) and can answer a few of these really stupid questions, please do. I don't know much about palms; living in Minnesota doesn't help. Thanks.

just buy some insecticide or soap or both and give them all a shpritzing making sure to follow all saftey precautions on the bottle etc.... DO NOT DRINK BUG KILLER!!!! it prolly has made no progress opening spear because its cold. palms like warm and minnesnowta is not so much warm now, even indoors its not gonna grow a whole lot right now. dont forget to spray the dirt on the top as well so as to nuke the little buggers in the crawler stage!!!
