Kathryn, This is on a random street near a CVS in front of a dilapidated and probably foreclosed property. There are many strange configurations of Palms throughout this area and I am actively looking for more!

I believe they just need the mustachos, some guitars, and a trumpet. The sombreros are the leaf crown indeed.
